What is this? Toggle rope ladder device?

Hey guys,
Picked this up today, not knowing what it is, but out of curiosity. Its been suggested it could be some sort of device to hook toggle ropes into to make a rope ladder or that its some part of a gun? Anyone have any ideas? |

Identification
By consulting a copy of the Vocabulary of Ordnance Stores and looking up stock code AE 0154 and you will find out what the item is.

Awkward to get on and awkward to get off, it seems to be a fairly useless item as both feet would have to arrive at exactly the same time unlike any ladder arrangement Ive ever encountered. Either it's a folly or there is more to the story.
