Hi Vic..
It looks like an asbestos wick for a CMP heater..
Soak it in Kerosene and fire it up...It fits in a pot with a swing handle and a cover..
Used to warm up engines and the like..
That is my best guess anyway..

You are very close but not quite it is made using asbestos which i have sealed in it does use parrafin and has containers inside and blazes away when lit.

That gave me a laugh but dont give me ideas everybody seems to be looking for wood around here and opening up the old fire places what with the price of gas i cant think of any fuel that i could soak it in that is cheap . and thats just as well as i might try and use this thing to warm up my garden shed.

marker flare for runways? Being fuel driven there would be no need for easily damaged electrical installations and they could be laid out oriented to suit the wind if using a grass airfield.

Grass strips
 

If you dropped those on a grass strip down here the aircraft would have no trouble finding the strip. You would want to jump in the kite and leave the country quick smart after it landed though.

that I could persuade people that high-tech (I admit it has its uses, like MLU) isn't the total answer to everything and that plans have to be made for possible failure. Point in case, it was late yesterday before one of our computers came fully to life after a power failure the day before although there was some human error too. If simple can do the job, don't get over fancy. Isn't that one of the reasons we love CMPs? Imagine trying to restore one of today's electronic marvel trucks in 60 years with all of the shop manuals on CD or online long gone and the electro chips all fried and long gone (try finding 10 year old individual memeory chips). There is no simple equivalent to heating a strip of steel, beating it to shape and drilling the required holes before painting it with a brush.
