Check with the Export Controls Division at the Dept of Foreign Affairs and International Trade. The export of goods "specifically designed or manufactured" for military purpose is strictly controlled.
I believe that the Iltis is OK for export as it is not of US origin (special rules that Canada abides by) and it does not fall into the other Military Vehicle classifications of armour, mounted weapons, etc....
