These type of box, maybe ammo box, is easy to found here in Argentina, but manufacturer/date Unknow.
Seems to be to put on mule or donky...

WW2? British?

I'm not familiar with it. But it certainly has the form factor to be a pannier and the hooks on top look like they'd be close to fitting the hooks on a G.S. Pack Saddle.

Before WW2, Argentina bought weapons from Germany and after WW2, British material arrived in Argentina.

After the Second World War, Argentina purchased all of the Cavalry tack that the Canadian Army had been holding in storage at the Ordnance Depot in Montreal. Soldiers had been employed full-time maintaining enough tack to equip a Cavalry Division.

This anecdote was the first thing I thought of when it was mentioned that the box could possibly be related to a mounted pannier.
