Canberra, despite being the capital of Australia, is in reality a sleepy country town with lots of important Federal buildings in it. I guess the Air Traffic Controller just went with the flow.
Of course, like all other government transport officials in Australia, this bloke would have been subjected to drug and alcohol testing as part of the Zero Tolerance limits, but unfortunately there isn't a test yet devised that can detect the narcoleptic properties of Tim Tams. My guess is this fella pigged out the night before and was in a state of bliss. A smear of Vegemite on toast for brekkie would have snapped him out of it.
PS there's no "U" in QANTAS, it's an acronym for Queensland And Northern Territory Air Services.
