Sorry Howard...L of C = Line of Communication
All of Australia was broken up into areas called Line of Communication areas. These were the HQ's and fixed camp troop units such as workshops, AA protection, Ambulance/medical units and hospitals etc.
The white band at the bottom often had black letters denoting which state the L of C unit was from like 'Q' for Queensland etc.
