I believe Ian to be right with his
'Returned To Duty' for RTD. The vehicle serial number should ID the year and if it is different to 9-13-44 then Ian and I are correct.
If the owner wants to restore it as an RAAF one then the white RAAF numbers and other markings are the ones to keep but I'd still record the US one's as the history of the vehicle from new may be able to be found using them. The Dodge Forum may be able to help.
