Explanation of why they differ in design from between the frame rail to below according to the Ford parts manual is as follows between the frame is the later design while below the frame is the older design.

Who has a C15 Parts book to check the Chevy explanation, while your looking that up what is the parts number for the rear cross member of the frame.
