Typically, brake drums allow for at least one round of machining.
On a 10" drum for example, usually they cap ot at 10.060", sometimes
10.090". On a larger drum like a carrier has, I assume there would be at least
.090" to .125" allowable. Considering that these are neither high speed nor streetable, I think you could be flexible as to what is useable. If they were really bad, I would consider oversized linings as suggested.
