If you turn the two drive dogs in a clockwise rotation and the output for the cable turns anti clock. Then it will probably be for a Matchless G3L (rear wheel) The only other bike I can think of that used that type of drive, in WW2 would be BSA's M20 and WC10. It doesn't look like a BSA drive to me.
