Hi Robert

I concur looks more like a hand brake boot, for two reasons the rectangular shape of the floor end and I would say that it is hand brake because of the larger top opening and snap, if it was for the starter it would only need a small opening at the top as you would unscrew the knob to put the boot on. But as I look closer at the pictures it does have two separate boot sections, one for the brake lever and one for the starter.

How about a part number from HUP Parts Book 1945 Group No. 4.612 part number 5825793 Description BOOT ASSY., Hand Brake & Starter Lever

Interesting piece of original equipment and the boots do make a difference on how much air hot or cold comes into the cab. I made similar boots to try and cut down hot air from engine coming into the cab on my Pat 12.
