It is a backing out punch and hammer..for rivets..Designed for backing out bolts, rivets and pins. Not for grouser pin installation or removal. The punch end is about the same diameter from point to body. The striking face of the hammer you use should be approximately 3/8” larger than the face of the backout punch.
Sometimes the big end is filled with sand or shot top absorb the shock..called a dead drop hammer design..
Armour or iron workers use them.
