Default M38A1 front Bumper holes

It's the original Bumper and has this odd licence plate holder that looks like an after market add on that is able to flip up if running off road. Any one...Rob can say if it was suppossed to be there?

It has the holes where I see the plate is also suppossed to be above the bumper.
The larger hole in the centre for the direct crank?
There are several other holes to the left of the bumper on the pass. side not sure what they are for. Mine was suppossed to have the oddly mounted tuner for the raidio on the front right fender...so could these be anything to do with this...If not I am welding them up after the collector plates go on!
Pics will show more than I can say!

Oh and while we are here how does one flip the front grill forward to remove crap and sand and repaing behind it?
I see the bolts holding the rad housing etc and there are two on each fender right?
Seems like a lot to un bolt just to flip it forward? maybe I am complicating it too much?
All replies welcome...Oh and BTW I did get the balcout light back together and it works as well as it ever was suppossed to...Lousy! hehehehe!
