Using my most powerful magnifying glass, I can at least tell you the following.
Top line left: Nof? expires 5-2-55 B vehicle inspection report.
Drivers name: Phipps.
Beyond that, it goes on to an inspection report of various functional parts of the vehicle. On the left, is a section devoted to the engine ie; lubrication system, fuel system etc. etc. Then the front axle, still on the left side of the photo which covers stub axles, road wheels, tyres etc.
Center column covers gearbox, foot brake, handbrake, axles/hubs/tyres rear/
The right hand column covers a bit more of the normal stuff plus a general evaluation of the "condition" of the vehicle and the state of a few minor accessories.
It was inspected by a SGT Jones as near as I can read it on 9 August 1954.
From what I can determine from the photo and the accompanying text, it appears to be some kind of annual inspection of not only the basic vehicle but all of it's kit, which in this case seems to be to remove all removable items (seats/spare tyre/POL carriers etc.) so everything can be inspected.
Beyond that, I cannot say. Nice pic though if I say so myself.
