The Americans first found Muslim fundamentalists to be troublesome after the 1898 (yes 1898) Spanish War when they had to deal with Muslim separatists in the their new colony of the Phillipines. To quell the revolt, the Americans came down hard on the rebels by dipping their bayonets in pigs blood before battle, thus denying any Martyrs a trip to Paradise. The supply of devout recruits willing to die for Allah soon dryed up and the revolt ended, but the cause for a Muslim state in the Phillipines continues to this day.
It seems that this promise of a free ticket to Paradise is one of the ways to stop the problem of suicidal terrorism.
