THe opening in the floor would be no accident or oversight and would have to do with the load limiting function of the partition. With the partition raised the hole being exposed would spill most of whatever may be deposited forward of the partition where it shouldn't ought to be.
As to the timber sections, I can't think of a logical reason except that they wanted to reduce the size of the opening which was originally the full width and it was convenient to use timber.
