Looking at the headlights and blackout markers (which appear to be turn signals) I would suggest that this is a post war photo of a truck in service with a European army... as such it may have been heavily modified. The extra tanks could well have been for 'ink' if it was a photo reproduction or map printing van.
The heavy bolts on the rear corner are the snaps for the penthouse.
It would be interesting to see some more shots of it.
