Not entirely correct, old chap. Wacky-baccy is officially illegal in Holland, but to some things we officially turn a blind eye. So one is allowed to buy softdrugs in small quantities for personal use, and the
coffeeshop can sell it to you. However, they are not allowed to source it. But how on earth are they able to sell stuff if they are not allowed to buy it in quantities larges than for personal use?
