I'm no expert, but it would appear the fellow is with the Royal Canadian Engineers and may be assembling an octagonal drill.
I make these deductions because:
a) he has what appears to be an RCE badge on his upper sleeve
b) the lid of the box says octagonal drill.
Edited to add (and like I said I am no expert) that Ross shot me an email that the octagonal likely refers to the bits used on the drill. A google search turned up similar information. Perhaps the truck is one of the drilling lorries.
