I can't agree with that Terry. It shouldn't take a skilled graphic designer more than half an hour to make the complete artwork, including tracing the maple leaf either by hand or with use of a live-trace function.
Tim, let me know if you have any luck at your end, otherwise I can do it for you.

If your next step is printing a decal or sticker, than use a Pantone K5 fan-deck directly to the original decal. The number can than be used in the Illustrator or Coreldraw file for the correct colour (that doesn't take fading into account though), or communicated with the print-shop directly.
