Do you think it is stuck where the drum mounts on the hub or is it because it is stuck on the shoes (rusted on or a worn drum with a shoulder)
If it is the drum mount, can you run a bit of heat into it with the gas?
If it is stuck on the shoes,Can you unbolt the wheel cylinder and remove the nuts from the anchor end of the shoes. back them off on all adjusters and punch the anchor bolts back in as you try to extract the drum.
This all assumes these are Wagner Lockheed brakes as per a Jeep, Dodge, CMP etc.
