The official definition of "veteran" has changed. It now doesn't specifically refer to those who served during the Wars.
As has been pointed out, minimum time in is 3 years, Regular or Reserve plus Legion confirmation, for qualification for the new plate.
I haven't got a DFC...only a certificate recognizing 37 years Canadian Forces service. Are you trying to tell me that I haven't earned the priviledge to have my Veteran plate?
Might be an idea to advise your DFC friend that "the times they are a'changin", for better or worse...and that's the way it is.
