When I was a contractor in KAF, the DND along with just about every other nation, would rent vehicles from a rental agency located right in KAF. Vehicles would range from the semi-luxourious to rolling scrap. One of the guys ran some of the serial numbers and sure enough, some were stolen out of the US.
