I dont know the exact locations of the holes, but the mount is quite far forward. It may even be entirely mounted on the fender. It had to be forward enough to allow the door to open on the passenger side. See photo.
My father converted a 106 jeep back to standard format, so he would have filled the holes. I will be able to look at that jeep next week, and Ill try to see if there is any evidence of the hole locations. Hopefully someone will give you the answer by then.
I noticed in your other thread the holes for the fuel can mount are in the appropriate location per the photo below. Perhaps someone changed the right side fender at one point, and thats why you cannot find evidence of the holes...?
