Looks American. In the 90s my CF unit had so-called Battle Boxes, which were made up by the base non-technical workshops. They were similar style with spaces for the assorted supplies and manuals. I was given a couple when those offices changed bosses or changed roles (whatever), and I still use one to hold the shovels upright in my tin shed and firewood in the other.
The other way to organize papers and forms is barracks boxes. Not as orderly, but less problematic to acquire or exchange. That said, I will ask my former colleagues in the clerk Facebook groups. It should be a lively conversation.
