Tony times have changed. Kiwis' now need a residency visa which is similar to the paper work for Citizenship including a clearance from the NZ police that you have not been a naughty person before being allowed to stay for long.
This 'free' entry to NZ citizens changed in 2000 and has been made tougher since as well. Mind you to even the odds out a bit once you are elegable to apply for Australian citizenship it is a bit easier as most of the difficult paperwork was worked out at the permanent residency stage. I am not sure of the reverse system now where Aussies what to live in NZ permanently.
