In Aust service, and I believe British and possibly Canadian service too, Officers were paid an allowance to have Service Uniforms tailored, they weren't issued kit off the shelf. As the item was specifically made to the Officer's requirements (within certain limits), they would have chosen the style and position of pockets on the trousers when being made.
