I guess the small wheels (think there is another one on the other side) is to be used on the generstor if and when it was lifted out of the vehicle, but I am not sure.
It was made ap. 6500 vehicles of the Steyr 1500A 01/02 with the majority on the Kfz 70.
Kfz 21 was the comander car, and there was also some with cargo body and houselike body used as ambulances (Kfz 31) or radioshack (Kfz 23). Those with cargo body did not have any Kfz.numbering.
Some of these vehicles have survived until today, and I know some are in the prosess of beeing restored.
