i ran into the same problem with a home owners assn in WA. the politics got so out of hand it drove the local water company out of buisness. the end result was that we the home owners had to purchas and run the water company changing the monthly rate from just over $30.00 a month per house to over $200.00 a month and mandatory conservation for water. the kicker was that the home owners did it to themselvs by reporting EVERY precieved (none were ever proven) violation to the EPA, and health dept. property values dropped nearly 40% in a year.
