Most of the Canadian mortars weren't demilled at all. We don't really control the (US terminoligy here) destructive devices. That said, however, there is a controlled goods department which is now starting to find it's teeth.
I have a 2" mortar launcher which I got from K&M 7 years back. The origional ballistite cartridges can be found from cartridge collectors, or made up from 28 guage shotgun shells. The empty para cases, or sandfilled rounds are great for shooting.
That said, you would likely need a import permit these days if you are bringing one in.
As to the empty rounds, it is now against Canada Post regulations to mail ordnance, so when customs X-rays the package and sees them, you are likely going to lose them.
If collectors source still has any of these, they are a great buy. Although the firing pins have been cut down, they make a great display, and the transit chest is a nice accessory to boot.
