Default Parking Brake?

Hi everyone

Im currently working on my parking brake and I have a couple of questions that I hope you can help me with.

Can someone measure up the two collars that hold the locking mechanism in a secure location. The part numbers are TL3301 and TL3302. All that I need is the dia. and the length of each. See the red arrows for the location of the two collars. There would also be two more on the other crossways bolt.

My second question is can someone suggest a way to loosen up the spring inside the handle. When I apply the foot break the handle swings back towards me but it doesn't lock in. If I pull on the button/ knob it will then "spring" into action and lock the break on. Does that make sense.

Any help is most appreciated.
