From the info you have given, it sounds like an ex-Portugese Sexton sold by SouthEast Equipment Co near Atlanta.
I don't pretend to know much about restoring these vehicles, but your clues should be to research early WWII AFVs like the M3 Grant. There will be some uniquely Canadian parts, but the SECO vehicles looked in good shape compared to range hard targets in UK.
