They were basically a replacement (fully waterproof, more sensitive, and a vast improvement) for the R109. The Mk.2 was also used to replace the R107 when used with the WS53, as well as being a general-purpose receiver used well into the Larkspur era - there's a C42+R209 install guide for some vehicles, I think.

Frequency coverage is wider than the WS19 - as it was used with the WS53.

1.0 to 20 MHz, the WS19 covers 2 to 8 MHz, and the WS53 1.2 to 17.5 MHz.

Could be used as a "staff car radio" and also for listening to long distance transmissions, whereas the C42 was designed for short(-ish) range in tanks .
(It's HF, not VHF.)

They really are a very nice little receiver, and very reliable.
