Mike, it appears you found the carburetor governor is marked ‘350-23C’.

The carburetor Canadian part number is stamped into a metal disc fixed above the float bowl. There is a removable filter in the carburetor too ... I am wondering if there is some other fuel delivery issue not attributed to the governor that is reducing your engine revs? I have only run the Zenith carb and have been pleased with it.

Swapping out the Zenith carb or altering the rev limiter appeared to be common enough about 1942 that a Bulletin was issued reminding the behaviour was not permitted, and disciplinary action would follow. If you are contemplating a change, remember to get the correct air horn profile at the top which will allow your air cleaner elbow to attach. Your choke linkage will need modification, as may the accelerator rod connection. The single barrel Zenith is mated to an adapter base for the intake manifold.
