On second thought...it's more likely a Ford F8.

The C8 and F8 brush are similar in width, but the F8 brush is fitted on the inside of the bumper, which seems to be the case here. Also, F8's seem to have a slighly narrower bumper than the C8. No roof hatch....and maybe the bridge plate says "2" in stead of "3".......I think it might be one of the early CMP vans...any thoughts???
Smudge on the engine lid (gas detection paint in 1944???)......one of these two maybe?
