Could it be the fact that weapons being made at the SAF in Lithgow were being made to Enfield drawings, and these used an inch that was of a different standard to the Imperial, and the British, inch at that time.
This led to problems when they were checked with measuring equipment in the U.S.A. and elsewhere.
I also believe that it was the Canadian inch that eventually became the "standard" in the end.
