Looks much too sophisticated to have been made just to drop on the opposition's dummy airfields.

More likely a practice bomb, as you say, Hanno. Wooden artillery rounds were common for practice - why not wooden practice bombs? Cheap and quick to manufacture. It has a metal sheathed nose by the looks of it. I wonder if there is a cavity in the back for a smoke pot or similar?
