All is becoming a bit clearer. My NOS bumper is for early Ford that did not have towing clevis's. The later bumpers have holes for the towing clevis's (3" wide by 1.5" high hole pattern, same for both the Ford and Chev). These holes will overlap with some of the extra holes on the my early Ford bumper. As an additional note, while the Ford and Chev clevis brackets have the same bolt pattern, the Ford ones are spaced 22" apart and incorporate the spring bumper bar while the Chev ones are 26-1/2" apart and bolt to brackets on the frame rail. The 2 photos show the difference between the Clovis mounting location on the Ford versus the Chev (both Cab 13)
