Not sure my explanation covered all the bases, however.

The pan head is necessary as it ends up inside the PSU Case when the calibrator is mounted. That gives clearance for getting the PSU in and out of its case.

The screw shank ends up sticking into the calibrator case, where it needs to be short enough not to snag the calibrator chassis when it needs to be removed and replaced.
