I know some of the heavy hitters on our side were arguing the point that tactical MVs were originally exempt from EPA emissions as as such should fall into a grandfather class. I guess common sense must have kicked in to allow things to roll once again.
I suspect the issue of funds recovery or the pending loss of same might have had something to do with it as well.
