Found a few pieces on Ruskin motor body works in Melbourne. They were a large concern at one time, in Victoria second only to GM-H and Ford during the 1930s.
By the late 1930s they were making bodies for Morris cars , when that work dried up due to the war, they began looking for defence contracts. Can't find any specific contracts relating to the O.P. Scout car but it looks like they were assembling the scout cars , or maybe fabricating some of the O.P. mods. Later on, around 1945, they signed a major contract to make bodies for Austin cars .
