Hmmm
Well I deal with some of this stuff daily.
The fins round it are to let heat in to the pump, rather than radiate it out, and the metal tubework suggests it would be for pumping something that might tend to freeze an ordinary pump.
Rocket fuel (hic!), liquid Nitrogen, something like that.
