That's right, 2 separate Permit applications, to 2 different Government departments.

An MCH Permit under Clause 4.4(h) issued by the Minister for the Arts, and an ATAR permit from the DECO office, Dept of Defence.

But I am also surprised that the Auctioneers have not made any mention of the need for Permits and/or Licences for Australian buyers. Some high bidders might be in for a rude shock come collection time.
