If I had to guess: about 30 years ago, right after the Eastern Bloc collapsed, there was a trend for painting monument tanks, pink. I wouldn’t be surprised if this one had been painted like that at the time and simply never got a new coat, or that it got painted in the same spirit sometime after.

I would say faded red oxide primer. The Panther in Grandmenil, Belgium, used to have the nickname "the pink panther", as it was also painted in red primer and left in the sun for years.
