The hub of the steering wheel slips over a shaft with a keyway and is held on with a fine thread nut. The steering shaft is easily damaged if belted with enthusiasm once the nut has been removed. It is not splined. The wire from the horn runs down the middle of the steering shaft.

There is a special tool that did exists ..... mine is a military surplus......I have also seen civilian model used and sold at antique farm tractor shows.... it is built like a huge rugged C clamp..... the bottom of the clamp's foot is split in a U shape arrangement that allows to insert the steering shaft under the wheel..... a bit of penetrating oil on the nut....remove the nut even to the end of the thread than screw down the top part of the C clamp and the wheel will pop off easily without damage.
I got my from Princess years ago..... have not seen them since.. they were designed for the M series....Dodge Power wagon or M37...... the U shape foot was interchangeable for tow size allowing it to be used on larger M trucks.... If interested will post a picture.... Bob
