Looks like a Holmes rig but the body is not that found on CMPs.

Holmes wrecker gear on a home made rear body by the looks of it. Note the twin spare wheel mounts on the top

The Holmes rig appears to be the same as used on the WW2 Diamond T Wrecker and is very likely from one of those vehicles.
The 4 ton 6x6 Diamond T was too slow and too thirsty for the tow truck guys and the rigs were often put on more modern, faster trucks.
