Found a site with some pictures on the Dutch Army pre war, vehicle in the picture looks very simillar to the one in yours altough a Ford this time, many more on the site, including one restored in Wehrmacht colours:

To my eyes, it is a 1940 Chevrolet.
I cannot recall seeing a side mounted spare before but that may be faulty memory.
