Identification of F15 2WD?

G'day all

Wondering if David Hayward & others of vast knowledge can expand on this trucks Id plates.

Does "VAN" mean that this truck had a van back (such as a wireless van?) or is it just co-incidence, and the letters signify something else and just happen to spell van?
