I think I see a mix of country identifiers on those tools. The 12 is German, 21 is Cdn, and I think I see a 01, which is US (post 74).

If these came from Carl's estate, I believe he bought a set of BV206 tooling from Moose Jaw back in the day. I believe some (or all) of these tools may be for that vehicle. Best bet though is to list out more of the NSNs from the items themselves along with their descriptions.
