Default A Question about WW2 CAC Medals

Sometime ago I was given some paperwork to a Canadian Driver with the CAC.
Included is his Discharge Paper..and as I was looking at it I found this...he was entitled to the following Medals.
39-45 Star
Italy Star
France and Germany Star
Defense Medal
CVSM with Bar

He joined in May of 41

Why was did he not get the "War Medal"?

His Name was Philip Berger..and as I mentioned he is listed as with the CAC.
The Familiy told me he drove a Canadian General Known as Bucky..but as I have asked on this forum in the past if anyone knew who "Bucky" was and no one seems to know..I am kind of at a loss.
Can anyone help out here with a bit of History???
